Uma proposta de transferência de política Sul-Sul: transferência da Lei Nacional de Garantia de Emprego Rural Mahatma Gandhi para a região da América Latina

Este documento analisa e desenvolve o debate da Organização Internacional do Trabalho sobre os possíveis benefícios da transferência da Lei Nacional de Garantia de Emprego Rural (NREGA) de Mahatma Gandhi, da Índia, para outras regiões do mundo em desenvolvimento - neste caso, a América Latina - e, portanto, constitui um caso de análise prospectiva de políticas. A necessidade de buscar opções de políticas alternativas para o desenvolvimento rural da América Latina decorre do fracasso das políticas atuais em reduzir a taxa de pobreza rural e proporcionar às comunidades rurais maior acesso à infraestrutura básica. Além disso, o desenvolvimento de uma nova estratégia política torna-se crucial em vista dos efeitos adversos decorrentes do enfraquecimento pós-pandêmico da economia latino-americana. Este documento examina a proposta do ponto de vista da literatura sobre transferência de políticas e procura responder a uma série de questões levantadas por analistas prospectivos e pesquisadores clássicos. As conclusões examinam os fatores que podem favorecer ou dificultar a transferência do NREGA para a região da América Latina.
